An old man walks over one of the bridges that connects Districts 4 and 1 in Ho Chi Minh City (Saigon). District 4 is a really interesting place. It was traditionally a "bad" area of the city where many social problems were evident. But with its close proximity to District 1, it is becoming an increasingly desireble place to live. That being said, I woke up one morning, stepped out of my friend's nice aprtment building and saw a kid defecating on the side of the road. I guess change takes a bit of time.
This is only the traffic going into the parking garage...you should see how bad it is on the streets.
